To get started making games and/or software for the PlayStation 1, follow the Psy-Q Software Development Kit (SDK) guide. This is the official PSX SDK that licensed Sony developers used to make their games (EG: WipEout, Crash Bandicoot, etc).

This tutorial will teach you how to setup and install Psy-Q for the PlayStation 1 (PSX, PS1 / PSone). What is Psy-Q? Psy-Q was an SDK created by SN Systems Limited and Psygnosis. The SDK came with manuals, documents, discs, floppies, a blue parallel dongle and a SCSI ISA interface (yellow) card for the comms link to the Playstation 1.

How to get started with PSX game development - PlayStation
Oct 5, 2012 · - The original PlayStation CPU is based on MIPS I, so a compatible toolchain is required. gcc supports it with the `mipsel-unknown-elf` target. There are some instructions on how to set up the toolchain on these forums. This means C support, and limited support for C++ (much likely, no C++ STL) is possible with gcc.
